A sorting facility receives a thousand kilograms of waste during a reporting period and sends out six hundred and twenty kilograms of separated material. It is tempting to turn those two figures into a recovery percentage. First, ask what was already inside the facility and what remained there when the period ended.

Material moves through a system with inventory, residue, rejected loads and downstream processing. A useful account follows those movements before attaching an environmental claim to them. This essay uses an invented mechanical-sorting example. It reports no facility engagement, measured recovery improvement, municipal partnership or completed digital-twin experiment.

Draw the boundary before choosing the metric

Define a physical boundary and a time window. For the fictional example, the boundary includes receiving, sorting and storage at one facility. Incoming deliveries cross inward. Material shipments and residue cross outward. Stock already on site belongs in the opening inventory; stock still present belongs in the closing inventory.

A movement between two storage bays inside that boundary changes location, not total incoming mass. Counting it as another delivery would inflate throughput. The same discipline applies when an information system combines weighbridge records, warehouse movements and sales documents: different records may describe one physical transfer.

Record units and measurement basis. A wet mass and a dry mass cannot be compared as interchangeable quantities. Added water, evaporation or other physical exchanges require explicit treatment when relevant. The simple reference accompanying this essay assumes a declared mechanical-sorting boundary and exposes other inflows and outflows rather than estimating them.

Keep gross vehicle weight, tare and net material weight distinct. A truck and its load crossing a weighbridge do not make the vehicle's own mass part of the waste delivered. Preserve the source measurements and the calculation that produced the net quantity. For estimated stock, record the estimation method and its limits instead of giving a converted number the authority of a direct weighing. Consistent units make arithmetic possible; they do not establish measurement accuracy.

Include the material that crosses the reporting period

Here is the full synthetic example, in kilograms. Opening stock is 120. Incoming material is 1,000. Separated material output is 620. Residue output is 230. Closing stock is 270. Other declared inflows and outflows are zero.

The available mass is 120 plus 1,000, or 1,120 kilograms. The accounted mass is 620 plus 230 plus 270, also 1,120. The period reconciles under those invented assumptions. The net stock increase is 150 kilograms.

That equality is useful, but it does not identify which incoming batch produced the 620 kilograms shipped. Some output might come from opening stock. Some new input remains on site. Without cohort tracing or another justified attribution method, calling 620 divided by 1,000 the recovery yield of the new deliveries goes beyond the account.

Keep a shipment distinct from its eventual use

Separated material leaving a sorting facility may still need further processing, contamination removal or acceptance by another organization. A dispatch record establishes a movement within the recorded evidence boundary. It does not establish every later event.

EPA's description of the US recycling system distinguishes collection, processing and remanufacturing. The broader engineering lesson is to name the stage actually observed. This does not make the proposed facility a US-regulated operation or demonstrate that its shipments became new products. [2]

Preserve destination, material specification, receipt status and any later rejection as separate evidence where authorized records exist. A contract, invoice or vehicle departure may be relevant, but each answers a different question. If downstream acceptance is unknown, keep that uncertainty visible in the report.

Do not borrow an official indicator's label

National, municipal and facility accounts have different scopes. The metadata for SDG indicator 12.5.1 describes a national recycling measure, including cross-border adjustments, and discusses measurement points along the recycling chain. A facility's period outflow-to-inflow ratio cannot simply inherit that indicator's meaning. [1]

Use a plain operational description until the necessary definition and evidence exist. Report the period's incoming mass, outgoing streams, inventory change and discrepancy. If a ratio is later useful, state its numerator, denominator, time basis, exclusions and attribution method. Keep it separate from an official statistic unless the relevant methodology has actually been applied.

Leave discrepancies available for investigation

A balance should expose unexplained differences. It should not automatically assign them to recovered material, process loss or an adjustment account selected to make the report close. A missing stock observation is missing evidence; replacing it with zero can manufacture an apparently precise conclusion.

The offline reference returns a signed discrepancy: available mass minus accounted mass. A positive value means more mass entered the account than was assigned to outputs and closing stock. A negative value means the assigned total is larger. Neither sign establishes the physical cause.

A declared tolerance may be appropriate for a measured process, but it needs justification from instruments, methods and operating conditions. The synthetic fixture's tolerance is merely an example. A nonzero discrepancy within that limit stays nonzero in the output instead of being rounded into a perfect balance.

Make the calculation an input to review

An intelligent infrastructure system could use reconciliation to identify records requiring investigation before producing an executive summary. An AI explanation should preserve the boundary, units, missing fields and unresolved discrepancies. It should not turn arithmetic consistency into a claim of verified recycling.

The new material-balance Design study describes a proposed review flow. Its research preparation pack contains an offline calculator, fixed synthetic cases, counterexample tests and a reproduction guide. These check software rules only. Actual weighbridge evidence, stock measurement, downstream records and policy comparisons remain future work.

Article Discussion & FAQs

Does a balanced account prove that material was recycled?
No. It establishes consistency among the declared quantities only. Physical measurements, source records and evidence of downstream processing or use require separate validation.
Can outgoing mass divided by incoming mass be called a recovery yield?
Not automatically. Opening inventory and material retained at closing can mix cohorts. State the attribution method and evidence before describing the yield of a particular input batch.
What does the released reference actually do?
It reconciles integer-gram quantities for one declared aggregate account, preserves missing values and signed discrepancies, and labels nonzero differences within an explicit tolerance. It runs no facility, AI model or collection policy.
